Budgetary risk of structure of social expenses

In the article the factors of the budgetary risk influencing formation of the sphere of production and consumption of social services are considered. The special attention is paid to a perspective of the risk. The dynamic model of change of sector of the budgetary financing of social services is prepared. The available mathematical tools of measurement of the budgetary risk of social financing are offered.
