In the article the role of stock market in attraction of means in a military and technical complex and intellectual productions is investigated. To stock market can come both investment, and speculative the capitals. Investment capital contributes to economic development, and venture capital - the destabilization.The effective judicial and legal system is necessary for attraction of the investment capital. For improvement of investment climate it is necessary to create and develop civil society.
