In the article the problem of search of balance between the purposes, tools and the methods making essence of a state policy on ensuring economic, financial and energy security of Russia as the exporter of hydrocarbons are considered. It is emphasized that at the solution of this task it is necessary to consider the transformations happening in the global energy market.
