Ensure of financial security of the Russian Federation in conditions of program-oriented budgeting

In the process of the ongoing reform of state and municipal finance a problem of maintaining stability and security of the budget process is especially importance. Post-crisis conditions in the domestic economy are the question of the planning and execution of a balanced budget at all levels of the budget system of the Russian Federation in order to reduce the deficit. In this article, the preservation of financial security in the new method of budgeting based on the state (municipal) programs is examined.
