Problems of financial independence of local budgets in modern conditions

In the article it is noted that in the conditions of improvement of the budgetary process and formation of institute of local government the problem of the inter-budgetary relations in a context of increase of independence of local budgets is presented On the basis of dynamics of parameters of local budgets of the Republic of Kalmykia the main problems of development of territories are considered and the key directions their solutions are proposed.
