Problems of education financing at federal level in the Russian Federation

In this article the main problems of a financing of education in Russia are described, performance of a guarantee of the state in receiving quality free education is presented. Budgets of all levels for article expenses for education are analyzed. It is estimated implementation of separate federal target programs at the fields of education, Concepts of a development of education. Advantages and shortcomings of financing per capita of education are allocated.
