Budget reform institutions: basic and performance

In the article it is noted that the need of rational use by the budgetary establishments of budgetary funds, their orientation on increase of efficiency of financial and economic activity and improvement of quality of provided services predetermined reforming of a network of the budgetary establishments. The need of carrying out reform of the public and municipal authorities is designated, the main stages of its carrying out are considered, the features of transition from financing of the budgetary network to financing of the state (municipal) services are given. The conclusion is made that for successful functioning of the budgetary establishments of new type it is necessary to carry out still a number of the transformations concerning both establishments of the budgetary sphere, and the control system of budgetary funds as a whole.
