In the article the main problems of inter-municipal cooperation development, including the absence of thorough legal framework, lack of information and methodological support and the problems of coordination of inter-community interests are considered. The mechanism of decision-making on financial expediency of inter-municipal cooperation at the solution of questions of the local value, focused on increase of efficiency of municipal budgetary policy is offered.
