In the article the theoretical material proving illegality of inclusion of the credit in structure of financial resources of the state is presented. There is reason to believe that this is not the result of inattention owners of loan capital to the provisions of the financial and credit of science, and provided for the benefit of their business, which sometimes do not coincide with the interests of the state.
