Budget equalization as instrument of budgetary policy for the northern territories

The article is devoted to a problem of the use of the budgetary alignment as instrument of realization of the budgetary policy for decrease in differentiation in level of social and economic development of northern territories. The financial base of budgets of the northern regions, the factors influencing a condition of the budgetary security, instruments of the budgetary alignment, the direction of the state support of northern territories are analyzed. The recommendations for ensuring balance of budgets of northern territories and alignment of the budgetary security are proved.
