Article is devoted to the analysis of positive and negative tendencies in development of the budgetary system of Russia. The need of formation of its human centric model focused on realization of the constitutional norm of a sociality of the state is given. More consecutive activization investment innovation process, fixing of practice of subsidizing of the companies on the basis of agreements on certain conditions is offered. Formation of the budgetary system as regulating block of a financial system of the country coordinates with a solution of the problem of maintenance at high level of GDP redistributed through the budgets of all levels.
