In the article it is noted that in modern conditions of an investment are capable to increase considerably volumes of gross domestic product, a regional product and it is essential to fill up local budgets that for the majority of the Russian territories is real possibility for strengthening of competitive advantages, a gain of new economic niches, disclosure of the innovative potential
