A particular subject of local self-government is the implementation of specific state powers. Application of the principle of delegation of powers of the Russian Federation and subjects of the Russian Federation on the performance of local governments has controversial researchers' responses. On the one hand delegation of powers saves the cost of creating the relevant territorial governments and improves public services. On the other hand it results in increased administrative costs associated with control over the execution of delegated powers.
In the article it is noted that a special area of jurisdiction of local governments is implementation of separate state powers.
