In the article from the point of view of an urgency of development of the human capital in post-industrial economy practice of successful functioning of the financial mechanism of ensuring development of sports of high achievements and a healthy lifestyle in the region is considered. The structure, the device and components of the operating financial mechanism are investigated: financial methods, financial leverages, legal, standard and information support. The urgency of a problem of investment in intangible assets is presented.
