Tools of increase of budgetary independence of municipal unions

One of the main principles of construction and functioning of budgetary system is the principle of independence of budgets. The given principle provides that expenses of each budget should become covered by its incomes. The lack of own means of local budgets for financing of activity of local governments is compensated by considerable volumes of grants, subventions and other kinds of the financial support. In subjects of the Russian Federation considerable experience of formation as a part of regional budgets and distribution between municipal unions of funds of rendering assistance to local budgets is stored. In the conditions of high differentiation of budgetary security of municipal unions and non-uniformity of distribution the property to solve problems of imbalance of interests without redistribution of means of the financial help it is inconvenient. In the article directions of perfection municipal budgetary policy taking into account necessity of increase of budgetary independence of municipality are investigated.
