Planning of expences on education and health protection in provinces of Russian empire (on example of Perm province)

Attention to questions of planning and financing of expenses on education and health protection is conditioned by importance of these spheres for any state. In the Russian empire at the level of provinces the planning of expenses on education and health protection was at enough high level. In the article are studied the historical practices (examples) of estimation of planned necessities of organizations of education and health protection (on the example of the Perm province) in the end XIX - beginning of XX of century.
