On the planning of estimates in provinces of Russian empire in the second half of XIX century - beginning of XX century

The history of financial planning in the provinces of the Russian Empire is extraordinarily interesting, although at the present time this question is poorly studied. On the basis of research of the scientific publications of XIX - XX of centuries an author is described the general approaches of estimates' composition in the provinces in the second half of XIX - beginning of the XX century. Analytical information is presented on the estimates of the Perm province. Also conclusions are made about actuality of financial history of the Russian regions.
