Administrative province expenses of Russian empire in the end of XIX century - beginning of XX century: historical peculiarities of planning

In the article it is noted that expenses on ensuring activity of administrative bodies (management personnel) or administrative expenses during the entire periods of Russian history occupied a considerable part of budgets as the states, and its territories. Practice of planning of such types of administrative expenses of provinces, as maintenance costs of a provincial justice, payment of pensions and ensuring journey of officials (on an example of the Perm province) is investigated.
