In the article the questions connected with search of the basic principles which should be reforming of activity of bank on securities market are considered. Importance of transition to the macroprudential regulation assuming transfer of accent from ensuring of financial stability of separate financial institutions to ensuring of stability of all financial system is noted. The financial partnership promoting minimization of risks of a banking system is considered. The basic principles of reforming of activity of banks on securities market are offered and revealed.
