In the article the evolution of the commodity-money relations which in the conditions of scientific and technical progress led to emergence of a specific social organism - networks on management of debts of participants of the market relations, payment systems is analyzed. The mechanism of crisis management by payment systems from the international and national regulators, and also prospect of its development in the Russian Federation is presented.
