Formation of network framework of regional development in context of reform of local government

In the article it is noted that the Russian Federation is the largest power on territorial scale in the world, formation of effective regional policy in the Russian state becomes very urgency. The main gaps in regional policy are allocated and the key directions of the solution of problems are defined. It is concluded that only a change in behavior of regions and municipalities can lead to positive changes in the implementation of the reform of local government, as well as the development of the region as a whole.
