In the article it is noted that in connection with the increased role of the financial sector of the economy, sharp elevation of the value of the financial competitive ability of the country the problem of the activity. Concept «exchange», «stock exchange policy», the interdependence of the financial policy of state and stock exchange policy is revealed. The conclusion is made that necessary the modernization of entire financial system, the creation in Russia of new infrastructure, in particular - international financial center.
