Small-scale business is the integral element of modern market system of managing without which the economy and a society as a whole can't normally exist and develop. The role of small business in modern economy is difficult for overestimating. In the developed countries production made in this sector makes the most part of a total national product and export, in it the considerable number of workplaces is concentrated. Tendencies of economic development of modern Russia as consist that the increasing part as a whole and each region is separately made for a country national produce by the small and average enterprises.
