Increasing of efficiency of use of budgetary funds on a basis perfection of ways of placing state order

This article is devoted to the problem of improving the effectiveness of budget expenditures at existent system of the state order. Authors examined operating procedure of an estimation of participants of competition which is the most effective way of placing state order. The lacks of existent system of an estimation of applicants for the right to conclude the state contract are revealed. In this connection, the method of a rating estimation of the participants, promoting more rational choice of the winner, and consequently, to more effective development of budgetary funds not only by economy of means, but also improvement of quality of the delivered goods, works, service are offered.
