Regional bank: not passed steps and not mastered forms

The mechanism and specificity of the pre-revolutionary city public banks activity was investigated in this article, their connection with regional economy was revealed and denoted. The preconditions that are necessary for effective functioning of regional bank business of modern Russia were identified. The conclusion about the necessity of using the experience of City public banks for the definition of the status of the modern regional bank, his role in the development of the region economy was made.
