It is proved that the scientific and practical activities Lomonosov is disclosed Russian public finances of the XVIII century. The MV Lomonosov’ view that government revenues should be formed as a result of the glorious victories of the Russian soldier, and then government spending will be enough for financial decision many political, social and economic problems are presented in the article.
