In the article the conditions of owner's activity in Russia in first half XIX: commercial interests, internal and foreign trade, the activity of Russian and foreign merchants are examined. The tendencies of the beginning of industrial revolution - development of particular enterprise, a change in the composition of bourgeoisie and social position of merchants are noted. The commodity-industry policy of tsarist government is analyzed.
