In the article it is noted that the balance of local budget is the important condition for the realization of the authorities of the organs of local self-guidance on resolution of questions of local importance. The formation of local self-guidance and the steady development of municipal formations RF completely depend on the balance of local budgets. The possible versions of the balance of local budgets, the factor-minimum of the guarantee of balance of local budgets Novosibirsk region are determined.
