Settlements budget policy:  modern problems and prospects

In the article are given the main problems that arise during the implementation of settlements budget policy, including lower tax revenue, the delegation of authority to the municipal district, the imperfect of legal framework and others. The settlements budgets are analyzed at the example of Tula region. The author suggested activities focused on the development of local budget policy.
