In the article the features of the Russian state budget in the second half of XIX century - 1917 are presented. Particular attention is paid to the sources of the state budget, revenue management, changes in the tax system theme, public authorities exercising the functions of tax administration, mechanism of interaction between the Ministry of Finance and the Ministry of Internal Affairs at the completion of the state budget.
