In the article is researched the practice of preliminary and subsequent financial control which was formed in the Russian Empire in XIX century as a result of large-scale financial reform. On the basis of historical evidences the author makes a characteristic of the most considerable control procedures at the stage of calculation of financial estimates and on the stage of summing up of results (or fulfillment of estimates).
