About the problems of the imbalance in the budgetary system of the Russian Federation

This article assesses the development of the budgetary system and the degree of decentralization of expenditure and revenue, federal unbalanced budget is investigated the motives and consolidated budgets of the constituent entities of the Russian Federation. Addressing to budgetary imbalances is top priority when choosing a distribution of funds between budgets of different levels. It is concluded that the financial crisis territorial budgets income growth in the form of fiscal transfers led to greater dependence sub-federal budgets from the сenter.
