Modernization of the procedure of estimating the efficiency of municipal budgetary policy in the conditions of agglomerations

The formation of agglomerations contributes to the solution of one of the basic problems of municipal formations - insufficiency of their own incomes for the solution of problems of municipal importance. The article dwells upon the procedure of estimating the efficiency of municipal budgetary policy in the conditions of agglomerations on the basis of the comparative analysis. The paper suggests a system of indices that makes it possible to estimate the efficiency of the municipal governments’ activity in the sphere of attraction of credits and procurement of loans. The characteristic feature of the budgetary policy formation in the conditions of agglomerations is consumption of budgetary services in cities on a higher level as a result of high population and production concentration.
