In the article are considered questions of reliability and reliability of forecasting macroeconomic indicators of socio-economic development of the Kaliningrad region in connection with the forecast the main characteristics of the regional budget and the accounting data on its execution. Analysis of financial-economic background and conditions of improvement of intergovernmental fiscal relations and improve the stability of the regional budget.
