The article describes opinions of Russian thinkers in the first half of the XIX century for financial and economical development of the state, their specifics and use ideas by A. Smit. There ware open commercial schools to the training of specialists for Russian financial and economic sectors. Russian research school in finance appeared in this time. The financial sciences were learned in the law departments of the University.
