The efficiency of the state and municipal financial control: organizational, institutional and system aspects

The article deals with the existing approaches to evaluating of the state and municipal financial control efficiency, it is shown that it does not take into the essential content of the efficiency of control in modern conditions that means not possibility using those methods to assess the state system and municipal financial control in a whole. The author has identified the main shortcomings of the state and municipal financial control in a software implementation of the budget and has proposed several recommendations to improve the institutional and organizational effectiveness of finance controls.
