The program of state property management in region as a basis for the planning of regional budget non-taxable incomes

In this paper a study of regional programs of state property management on example of the Sverdlovsk region in 2002-2009 years is conducted. The basic elements of programs are identified that determine the composition and amount of regional budget incomes from the use of property (non-taxable incomes). The author's vision is presented about the problems impeding effective planning for non-taxable incomes (property incomes) in the subject of Russian Federation; the basis directions of further development are defined.
