The article is formed and justified mathematical criterion for the optimal functioning of the socio-economic systems, which can act as a synthetic outcome evaluation of the totality of the processes of economic activity and economic decisions, interpreted in terms of both scalar and vector optimization, expressing the relationship of economic results of production with a wide set of social indicators to reflect the dynamic properties of the economy, software and targeted development of the country and regions.
