System’s estimation of inter-budgetary regulation on regional and inter-municipal level

This article considers method of estimating regulation on inter-municipal level. There is proposed system of criterions which can help to estimate the budgetary stability of municipal tract. Also to find out potential problems in system of regional inter-budgetary relations and work out plan of actions which are directed on convergence of levels inter-budgetary supportability of population by service of budgetary sector.
