The objective necessity of modernizing the national economy fore the need for greater control over efficiency of the management of public resources and public (municipal) property, the integration efforts of all stakeholders of the government, management and supervisory bodies. The transformation of the national economy and the ongoing budget reform in Russia has identified the need to improve the efficiency of the budgetary process and necessitated the development paradigm of state and municipal financial control. In terms of socio-economic transformation in the system of state and municipal financial control system should evolve towards a better management of public finances, efficient expenditure of public (municipal) Finance improve the quality and accountability of the main managers of budgetary funds and open new possibilities for solving socio-economic problems of Russia's development regions and municipalities.
