Program part of regional budget expenditures as the basis for transition to the program budget

In the article the analysis is carry out of regional budget expenditures (for example of Sverdlovskaya region) for the definition of the position and the role of regional target programs in the whole sum of expenditures in the budget classification parts. Is proved that in the some of directions the program expenditures make the considerable share (in fact, the program principle is realized). The main directions of regional budget planning development within the framework of state program activity directions are determined.
