Problem of treatment of concept «availability of habitation»

Improvement of living conditions is an important question for inhabitants of Russia. The primary goal of the state in this case - maintenance of citizens with accessible habitation. However in the Russian Federation in one act there is no accurate definition of the term «availability of habitation». In the presented work world and Russian experience of treatment of the given term is analysed and attempt to make its generalized definition is made.
