The approaches to the definition of budget expenditures’ efficiency and effectiveness, the main problems in assessing the budget expenditures’ efficiency and effectiveness are researched in the present work. Taking into consideration that the definition of efficiency and effectiveness are identified usually in the economics literature, the author shares them and gives their definition. The model for evaluating the efficiency and effectiveness in relation to budget expenditure of the regions of the Russian Federation on social policy based on the using of different indicators to assess the effectiveness and efficiency of budget expenditures is proposed in the present work.
