Social aspects of the financial policy of Russia in the after crisis period

In the period of overcoming the economic downturn, the urgency for Russia is the problem of the state budget deficit. Unfavorable external environment and exposed the problems of social sphere, in circumstances where the State is the only socially responsible institution. In this paper we present a study of selected items of income of the budget and key areas of social spending on the basis of statistics, domestic and foreign literature, evaluation of forecasts.
     It is shown that for Russia, characterized by persistent and increasing social expenditure, despite the range of views about the debilitating effects of such costs on the efficiency of the economy and curbing economic growth. Simultaneously, the authors consider the positive impact of state regulation of economy in post-crisis period, which allows to overcome market failures and social inequality, and can, under certain conditions, to ensure economic efficiency.
