The content of finances, important for understanding their essence, doesn’t have an unequivocal interpretation in modern Russian theory, which brings out an ensuing problem. The solution of this problem based on I. Y. Gorlov’s financial ideas allows to broaden an outlook on the condition and development of Western-European financial scientific and practical activities till the mid-1800s. The comprehension of these processes makes it possible to discover many existing financial forms and serves as a factor contributing to the annihilation of the discrepancies in understanding the content of finances by modern scientists.
