Improvement of Housing and Utility Complex Budget Expenditures in Contexts of Strategic Planning

The article features the use of budget funds in the conditions of strategic state management (exemplified by Moscow budgeted expenditures on housing and utility complex). The article emphasizes the necessity to formulate the targeted results in the budgeting process as well as the necessity of budgetary efficiency in the course of budget execution. The article suggests the concept and criteria of budgetary efficiency. The article suggests using a balanced scorecard as a method of integrating operational budgeting and budget execution with the strategic goals of economic and social development. The conclusions made in the article could be considered by government agencies responsible for financing the housing and utility complex.
