Complex of principles of the organization of the state and municipal financial control

The concept «principles of financial control» is one of the fundamental concepts characterizing such difficult and multidimensional phenomenon. In article it is proved that principles of financial control are the political scientifically verified and confirmed practice political, organizational and legal bases of the organization of the control, providing its efficiency and necessary for observance of continuity and a continuity of realization strategic and tactical targets, their permanent updating according to occurring qualitative transformations to the country which realization will promote management efficiency increase by the public finance, strengthening of authority of the power, trust to it of citizens. The author gives reason that institutional development of the state and municipal financial control causes of specification of principles of its organization taking into account necessity of increase of its efficiency.
