Central banks and Central counterparties: issues of interaction

The article considers necessity and opportunity for a central bank to provide services to a central counterparty (CCP) - an infrastructural institute that substantially contributes to the financial system - bearing in mind recent negative developments in the world market. CCPs play a key role in financial system functioning, and the financial crisis has proved their ability to support and improve financial stability. The author made thorough analysis of a central bank policy on providing CCPs with the excess to its own services and came to a conclusion that the central bank’s services, should they be available to CCPs, could substantially contribute to reducing of the CCP activity systemic risks.
