The efficiency of the regional inter-budget adjustment

In the article is given the main approaches to the efficiency assessment of the regional inter-budget grants as a main item in the budget. The author suggested the mechanism of subsidy distribution efficiency assessment which develops the interest in increasing municipal revenue from taxes. The inter-budget relationships are analyzed at the example of Tula region. It is established that relationships are not as efficiency as necessary and suggested the way of the improvement.
