Russian social policy: the need to change priorities

The article analysis of the 2011 Russian budget social elements displays prevalence of categorical allowance over recipient-oriented hardship allowance. It leads to low results of struggle against poverty. The social transfer is received by the people who are that hard up. It should be noted that a large number of really poor families have no access to state support. The author suggests using mainly recipient-oriented hardship allowance to families and testing their poverty level for the purpose of the social policy optimization.
